I know this better than you, having lived across the border from Tijuana
and visiting there many times in the 39 years I was in San Diego. What is
found in TJ is similar to what is found in San Diego and as far north as
SF...however, TJ's Mexican cuisine is much different than you will find in
places like Ensanada, La Paz and so on, on the Baja penisula. Having been
to Alcapulco and Guadalajara, that cusine is as different as Mexican in
Wisconsin or as far as that goes, Canada. That doesn't rule out that
native Mexican cuisine hasn't been found as north as my hometown in
northern Illinois, where I found some Mexican cuisine as you can find in
El Paso, TX...talking with the owner, I find out that his family had moved
to EP many years ago and admits that it is not as original as it once was
(having had a restaurant in EP), but that it's very close.

It won't be as authentic as it would be here, although I find Tex-Mex
slightly different than TJ-Mex as found in San Diego.

Sewage and tap water are one and the same in Mexico, for all intents and
purposes.

I don't eat bottom feeders like Cat fish, Mussels or Crustaceans...fins
