But since your messages do not fly the TZUTC kludge, I have no way of knowing
that. As far as I know the 04:39 time stamp in your message is your local time,
because that is the convention in Fidonet. It would help if your messages
displayed a "TZUTZ 0000" kludge.

I have this in my golded.cfg: UseTZUTC yes

The actual value is in the TZUTC environment variable. During winter time that
is set to 0100 en during DST to 0200.

I do not know how setting your own machine to UTC helps to determine in what
time zone the others are. True, it is not at all easy to determine the time
zone from the location, but how does this help. It would help if everyone dd
it, but that obviously is not happening.

To convert your own local time to UTC and vice versa... yes that's easy because
you know your own time zone. But how does it help you to know what e.g. my time
zone is?

The latter. When my computers were stand alone running DOS or some olde OS, and
were only used by myself and and only made contact with other system by modem,
it was no problem, it was even convenient. But now that it is running windows
and internet access is part of the OS, setting the machine's time to UTC has
unwanted side effects. The time stamp in my e-mails is confusing for most
recipients. My web site is confusing for the locals if it does not run local
time. Etc, etc...
