Actually, the "democracy"-statement comes from Z1.

That is a valid point. Allow me 3 thoughts on that:
 
1) The election of a ZC has been well described in P4 in a "1 region 1 vote"
   method. If you would like that to be changed, then a P4-update is required
   which necessitates getting an IC. If you so wish, I will be gladly that
   IC and carry-out your wish. ;-)
 
   Alas, there is no IC available at present to issue such a P4-ruling/
   extention/explanation ... you kow how that came to be ... :-) :-)
 
2) The election/selection of an IC is described in P4 as a rather volatile
   procedure that can be, and has been, the subject of an IC-interpretation
   as published in Fidonews and never revoked.
 
   Per that still valid procedure, Z2 can launch into an IC-election on its
   own and take it from there. The fact that it isn't happening is simply out
   of respect for the opinion of my fellow ZCs, even if their zone covers
   only 0.17% of the nodelist.
 
3) A month and a half ago I inquired about people wishing to stand as Z2C,
   no-one raised their hands.

"They are" screwed up. Alas I fear nothing else short of a civil war will ever
change that. We're hoping for the total unification of Europe with a single
government.
 
Then you'll need something else to complain about ... ;-)

If you want R50 to elect the new Z2C then you need an IC to change P4.
 
Of course, that would mean that the next Z1C will be elected by California and
New York as well.
