Not for making fancy speeches, but according to the Nobel website,
"for his extraordinary efforts to strengthen international diplomacy

The Nobel Peace Prize is given for efforts made towards the goal
of PEACEMAKING AMONG NATIONS.  The instructions given by Alfred Nobel
when establishing the Nobel Peace Prize are very clear and precise,
the prize is "to the person who shall have done the most or the
best work for fraternity between the nations and the abolition or
reduction of standing armies and the formation and spreading of
peace congresses."

The key phrase is "fraternity between the nations."  Certainly
both Al Gore and the IPCC clearly met that criteria.  So did Barack
Obama.

Jimmy Carter was awarded the Nobel Peace Prize for his role
in mediating disputes between nations, clearly meeting the criteria
as established by Alfred Nobel.

Do keep in mind that had it not been for Bill Clinton, none of the
other three recipients would have gotten together to make peace, much
less been awarded the Nobel Peace Prize.

Not Jimmy Carter, who was snubbed by the Nobel Peace Prize committee.
Do keep in mind that had it not been for Jimmy Carter, neither Sadat
nor Begin would have gotten together to make peace, much less been
awarded the Nobel Peace Prize.  When finally awarding the Nobel Peace
Prize to Jimmy Carter in 2002 the Nobel Peace Prize committee freely
admitted the mistake they had made in 1978, claiming not to have
nominated Jimmy Carter in time.  In other words, Jimmy Carter should
have been awarded the Nobel Peace Prize TWICE - in 1978 and in 2002.

Notice the Arabs and the Jews are still fighting their 60+ year war.
Notice that Al Gore is still active making speeches about climate
change.  Notice that Jimmy Carter is still active mediating disuputes
between nations.  Notice that President Barack Hussein Obama continues
to work for peace, in various ways, as President of the United States
of America.  Notice that Bill Clinton, despite having been snubbed
by the Nobel Peace Prize committee, continues his work for peace in
the world and "fraternity between the nations" through his non-profit
organization.

noted on the Nobel website.  See above.
