Disaster theories always fit way better in history than plain simple facts, a
rumour is so much easier to be believe than a fact.
 
Lawyers had no say in the recount, it were the local election committees which
decided about tossing or accepting a vote.

I have served in "a" military and please do not believe yours is better than
ours, it's just bigger and better funded. Other than that a military system is
the same anywhere ... also in China.

I was stationed in an artillery unit and when we went on exercices maybe 50
miles away the mail didn't reach us because we were "way out".

I've been on the high seas in craft way smaller than a carrier, a cruiser, a
destroyer or even a coastal mine-sweeper. Never had a problem writing the log.
 
As for not being able to get your vote in on-time, then just don't go in the
military if that's so high on the priority list.
 
The US navy is all voluntary, when I was in the military I had no choice when
my age-bracket came up.
