You either are badly misinformed, or joking.  You cannot have given even
a brief glance at the things you referenced.  Perhaps you got hold of
some prank WIKI article?

There is such an NSA pamphlet, but it was certainly not available in
1945.  In fact, NSA did not exist in 1945.

I find that the following three paragraphs from that document give clear
denial to your claim that it was publicly available in 1945:

Because the U.S. Navy, like the British, went to great lengths to
disguise the source of their information, very few ever knew of the
cryptologic contribution. The dedicated men and women working in OP-20-G
played an important role in maintaining one of the best-kept secrets of
World War II. Threatened with death if they spoke of their activities,
and reminded of their oath when they were discharged from the service,
these Americans did not reveal their war work to anyone.

In 1974 F. W. Winterbotham, a former group captain in the Royal Air
Force, wrote about the work done at Bletchley Park. This was well before
the United States planned to declassify the Enigma secret, but the story
was out. Slowly, the United States began to reveal its information and
role in the Allies' cryptanalytic successes. However, notifying the
thousands of men and women involved in the project more than thirty

her Wave friends with whom she'd remained in contact. Feeling almost
guilty for speaking of it over the phone, she told her friend what she'd
seen.

While I can easily believe that Hugh Alexander began writing that
document in 1945, I expect that it was a classified document at the time
and not available to the public until the British began declassifying
work on the Enigma in about 1974.

Quoting from an introduction to the manuscript on books.google.com --
This chapter consists of approximately the first half of Mahon's "The
History of Hut Eight, 1939-1945".  Mahon's typescript is dated June 1945
and was written at Hut 8.  It remained secret until 1996, when a copy
was released by the US government into the National Archives and Records
Administration (NARA) in Washington, DC.

That does not sound like "publically available" in 1945 to me.

I can find several references to this report.  The only complete copy
I found does not give release date, but still had TOP SECRET markings on
many pages.  Again, I seriously doubt that it was publically available
in 1945 as you claim.
