If you're speaking of US phones calling US phones, I don't pay for
incoming calls. I only pay for air time used when I'm using the cell
tower, incoming or outgoing. If you're speaking of US to EU phones or vice
versa, there are rates as low as 10 cents per minute, either incoming or
outgoing and I don't lose any minutes from my allocated minutes/mo.

Not here. I have free roaming, including some parts of Mexico and Canada.
An EU call to/from San Diego, San Antonio, Chicago, Miami or New York
would cost the same, plus ten cents per minute. A call to anyplace in the
US to anyplace in the US and/or parts of Canada and Mexico cost the same
with no added charges.

Nor vice versa. You can make the call, but instead of paying for airtime
like you would here, you also pay for whatever means they use to connect
to EU phones. i.e. real wire or satelite at ten cents per minute.

Yeup, but instead of gets paid, it's called deductions from my allocated
minutes. Unlike you who pays for your minutes before you use them, I'm
allocated minutes before I pay for their use. And they keep adding up so
that instead of having 400 minutes to use or lose per month, I have 3500
at my disposal. If you went over your 400 minutes, you would pay extra for
them, while your caller or callee wouldn't necessarily have to.
