Jimmy Carter did not swear on the Bible when taking the oath of office.
Jimmy Carter did not promise anything when taking office.  All he ever
did was ask the American people one question - "Why not the best?"

No president-elect is required to "swear" on the Bible when taking
the oath of office, as he/she has an option to "affirm".  And who says
a president-elect has to swear (or affirm) on the Bible?  Why not on
the Qur'an, or some other religious text?  Why have a text at all?
The US Constitution makes no mention of any text, religious or
otherwise.  Just the oath itself.

If you think Americans would stand for a Muslim President, know
that is a far better prospect than Americans standing for an Atheist
President.  We'll probably have a Gay or Lesbian President long before
we ever have an Atheist President.  I mean, we are a CHRISTIAN nation,
and would never do anything to disappoint our GOD ...

I had to sign (and recite) an oath in order to accept employment
for the state.  As far as I know, I still have to keep everything
secret, never to reveal anything I did to anybody else ...

The US Constitution is SACRED.  Kind of like The Ten Commandments.
