Give me a break.  If Ward _moves_ to the US, no problem and you know it.
Several sysops have moved here and joined Zone 1.   Ward is not
ADDED to the nodelist in this case, he's already there :)  But say Bob agrees
to list him.. the man has to get an application in.

1 - He's got a node number.  2 - He doesn't live in Montana.  3 - Perhaps he
doesn't even know how to submit an application... because Bob Seaborn told me
to tell you:

"mikey- Ward has NOT applied for a z1 aka, he simply inquired on how to go
about it.  He was told how, and as of right now, no application has been
received."

10.3  Case Histories
Case histories of past disputes are instructive to show general procedures and
methods.  Any decision may be included in this document by a majority vote of
either the Zone Coordinator Council or the Regional Coordinators.

Policy4 significantly changes the functions of the Zone and International
Coordinators.  In the following cases which were decided using Policy3,
substitute "Zone Coordinator" for all occurrences of "International Coordina-
tor(*)".

10.3.6  The Case of the Sysop Twit

A patron of various local nodes had been roundly recognized by all sysops as a
twit.  The user obtained his own system, became a sysop, and applied for a node
number.  The Network Coordinator denied the request.  No appeals were made.

He has a node number, your argument just fell apart.  If he _can_ get his
application in, RC17 will consider his application.  I have NOT told Bob or any
*C not to process his application.

i.e., she moved there.
