Well, I am certain Todd Cochrane had good reason.
After all, he is a Navy guy.  And Navy guys do what
Navy guys do.  When duty calls ...

The entity once known as Jeff Snyder publicly admitted
that he and Bill Kochman were one and the same.  So what
did he do?  Grab a nodenumber in order to play sysop.

Step 4: Be patient. It may take up to 2 weeks for your request to be
fully processed and appear in the Nodelist. Remember that your NC may
not be able to contact you at all until your address becomes official.
One good way to speed up this process is to provide in your request a
specific Node number (address) that you would like to use, along with a
second choice. Do this by checking the Nodelist (or the 125NODES.TXT
file in Area 23) and picking a number that is not yet in use. Some node
numbers may be reserved or retired, thus always provide a second choice
(or more). By you providing a number instead of having one arbitrarily
assigned, your NC may be able to leave mail on hold for you right away
(instead of waiting up to 2 weeks), so you can call back and possibly
have confirmation of your request or other information.

Why Guam?  Why choose Guam, of all places, for a nodenumber?
I can understand Todd Cochrane having a nodenumber in Guam, as
he was serving in the US Navy.  But Bill Kochman was never USN.
And neither was the entity once known as Jeff Snyder.  Read the
above text on how to get a nodenumber ("picking a number that
is not yet in use").  Who is the NC for Guam?  Oh.  That's
right.  A special administrative zone.  Handled in person by
Janis Kracht.

The steps for getting a nodenumber are simple -

1. Pick a nodenumber not in use
2. Have your NC approve your choice

Makes no difference who you are, or where you are.
It is up to you to decide who and what you are.
All the NC has to do is give you a thumb's up.

That should be enough for you to be able to connect the dots.
