During the mid-1800s several states in the USA seceded.  And
subsequently got invaded by the USA.  And then, the invaders
forced the conquered to be re-admitted to their union, along
with passing a new law making it unconstitutional for any
state to ever secede again.

Does a state have the right to secede from a union of states?
From 1861 to 1865, eleven states in the USA formally seceded from
the union, forming the sovereign and independent state known as
the Confederate States of America.  A war ensued, the USA invading
the CSA, dismantling it, and forcing the states that had seceded
to be re-admitted to their union.  The South was right, but lost
the war.  And it is the victors who write the history.

Not to worry.  The Scots will come to their rescue by leaving the UK!
And the Irish will come to their rescue by unifying Ireland!  And the
Welsch will come to their rescue by ... by ... by ... going fishing!

Debts are made to be forgiven.  So it is not really a question
of debt, or who owes who.  Nobody owes anybody a thing.  A vote
was taken, the people opted to leave the EU.  In order to change
the equation, a radical change is necessary.  Scotland will vote
for independence, thus allowing Scots to vote on their own for
membership in the EU.  The Irish will return to their old ways,
taking The Troubles out of storage and into the limelight once
again.  And the Welsh will feast on raw oysters, the finest
cuisine in the known universe, with or without the sauce.
