Ross Cassell maintains the BACKBONE.NA for the Zone 1 backbone.  The [ADM] tag 
in BACKBONE.NA simply exempts the echo from falling out of BACKBONE.NA due to 
lack of traffic.  It really isn't even necessary for that purpose, due to the 
fact that even just the weekly postings of the FidoNews issues are sufficient 
to maintain adequate traffic levels in the echo.  This echo is also widely 
distributed by alternate distribution schemes such as the FidoWeb.

The only purpose of the [ADM] tag in backbone.na is the one stated above.  It 
has nothing to do with the accessability of the echo to sysops, users, or 
anyone else.  For any questions regarding that, refer to the echo rules as 
published by the moderator.  The International EchoList maintains an archive 
of echo rules that have been submitted by moderators listing their echoes in 
the EchoList.  Some moderators, however, choose not to utilize the ELIST, so 
it may be necessary to contact the moderator via netmail or look for rules 
postings in the echo.

The rules state that the echo is for discussing recent articles from the 
FidoNews publication.  However, the moderator generally doesn't object to 
other discussions as long as they don't get out of hand.

The [ADM] tag:

1.  Only has meaning for the North American backbone.
2.  Only serves to indicate that the echo is exempt from traffic requirements 
to remain on the North American backbone.

Anyone using this tag as a reason to allow or deny access to the echo is not 
using it for the intended purpose.
