You know...when explorers and colonists first arrived here there were very few
if any native tribes living on or even near most coastal areas. Oh yeah, there
might have been a few who derived some of their food from the ocean, but they
usually didn't live right up ON the beaches.


That should have been a big `hint'.


Back in 1977 when I first moved here from Arizona, they had one of the wettest
winters they'd had in 100 years or more. And there's an area called `Mission
Valley' that had been under developement for a couple of decades. Housing
developements, shopping centers, malls, etc etc....


Problem is most of it is right on or near the old San Diego River bed!


Now....any scientist worth his degrees will tell you that, once an area has
been a regular water course....it doesn't matter if it's thirty years, three
hundred years, or three thousand years....if it was a regular water course
at one time, some set of circumstances MADE it that...and when (not *IF but
*WHEN*) those circumstances arise again, it's gonna be a water course!


So....building a shopping center or housing developement right there where
the water will flow isn't exactly the smartest thing to do.


My take is...if people were stupid enough to buy a house and property right in
a flood plane, or right up on an ocean....and get flooded out and lose
everything, or get innundated with the tidal forces of the ocean or a coastal
hurricane, that should in no way obligate the taxpayers to come to their aid
with money to compensate for losses, or rebuild them only to go through it all
again the next time a flood or hurricane wipes them out.


There were good reasons the original natives didn't live in those areas; they
KNEW better!
