There is already a law on the federal books requiring a NICS background
check for guns purchased at a gun show. No dealer or private sale can take
place unless the buyer goes through a background check by the FBI
(NICS)...

Right. When guns are registered, the government will have a complete list
of who has guns and what they are. Shades o Nazi Germany...

When the FBI's NICS background check is completed and the FBI says 'yes'
to a sale, the sale record is destroyed because of this. If the FBI gives
the dealer a thumbs down, there's about 136 day waiting period for the
'buyer' to show why he should be able to receive that firearm or he learns
that the transfer is still not allowed to happen. In any case, the
federally licensed gun dealer must keep a record of that sale in his books
for as long as he is licensed.

What he's saying is that a mentally ill person shows signs of being a bit
out of the ordinary and that the people who know this person should be
able to report such behavior and the mentally ill not allowed to have
firearms in their possession. That's already on the books, though.

Doctors do this all of the time...a person I knew in San Diego was seeing
a shrink for manic depression and he reported her to the state. She was
stripped of her driver's license (because of meds that she was on) and was
told not to attempt to buy firearms because she had assaulted a passerby
(who she claimed to have stolen her dog) with an CO2 air pistol (which had
no CO2 cartridge in it).

Which refutes Lee's statement that the mentally ill aren't dangerous.

That was a unilateral decision on Ross's part...not many who wanted
something done about the 'war' going on thought it would have been as
drastic an action to take as it turned out to be.

This question of mental health issues appears on the dealer's form 4473
that is reported to the FBI...there may be the best solution. Have a
shrink approve a person's mental health before the form is processed by
the dealer. But that won't stop the theft of someone else's firearms.
