You're looking at the wrong spot. Look for "Robert Clay", not "RJ Clay".
 
We're talking about 1:120/546.

Nope. They don't know that because over 99% of the world's countries use the
ITU's universal numbering scheme which says that international call are
generated by dialing "00" first. The big exception to that is the US which does
it different causing heartache all over the world and they got Canada in a
stranglehold to play along.
 
The universal unique emergency phone number in most of the world is "112". USA
of course had to do it different and introduced the non-standard "911".
 
There are handfulls of examples re: these matters that you know shit about.

That's a matter of luck. If in this case "1201" were to cover a special service
like "directory inquiry", "customer service", ... then it definitely would go
through. You don't seem to have that much international experience it seems.

In the case of 1:120/546 Irex will also consider it a phone-number. It is
constructed in accordance with the relevant standard.
