A conversation was overheard between Ward Dossche
and Janis Kracht in the FN_SYSOP echo -

Subject: Zone Question

WD>The ZCs have always held to the rule that when territorial
WD>discussion comes up then the physical location of the hardware
WD>determines in which segment it is to be listed.

JK>Since when?  Where is it written?  It's where the SysOp lives
JK>that determines where he is listed.  It's always been that way.

Ward was referring to the location of the hardware as being the
determining factor.  Janis' lame attempt to suggest otherwise was
just that - a lame attempt.

Where is it written that the bbs/system of a fidonet sysop *must*
be listed under the zone in which the fidonet sysop resides?  Where?
What fidonet policy document is Janis referring to?  I can't seem to
find it.  Nobody else seems able to do so, either.  So please show
me.  Show us all.  Please, Janis.  Show us.  If you can.

Another conversation was overheard between Ward Dossche

WD>Since always ... in my case Oct. 4 1994 when I became ZC for
WD>the first time.  That's a bunch of years before you showed up.

JK>Where is it written?

WD>Gentlemen's agreement ... thats how we always functioned among ZCs
WD>even if we didn't like someone ... that practice of gentlemen's
WD>agreements has been very difficult to uphold with you.  Of course,
WD>you're not a gentlemen.

"Gentlemen's agreements" are another way of saying "secret deals",
and should never be part of Fidonet.  However, Ward is not incorrect
in saying what he said in reference to location of hardware as being
the determining factor as to where (zone) an individual's bbs/system
should be listed.  Especially since there is nothing in any fidonet
policy document forbidding said location of hardware as being the
determining factor.

Ward is citing tradition, rather than policy, given there is no
written policy on the matter.  No tradition can contradict policy,
as that would be a violation of policy.  But as long as it is not
expressly forbidden, then it most certainly can be applied.

My own view is that a sysop may choose to list his/her bbs/system
in any zone of his/her own choosing, regardless of his/her own
personal residence.  Some sysops move around quite a bit, going
to and from various places around the world.  Especially scouts
and entertainers.

Yet another conversation was overheard between Ward Dossche
and Janis Kracht in the FN_SYSOP echo, and on the same subject -

Janis just confirmed what she had previously denied, that there
is no stated policy on this matter.  In other words, she wants to
be dictator of fidonet, and Ward won't let her.  :)

At this junction, a newbie by the name of Björn Felten decided
to jump into the fray, his conversation with Janis going something
like this -

had a clue, as well as those who did not have a clue at all -

The Wittless Master may be on to something.  Given there is no
stated Fidonet policy, Fidonet sysops are free to list their own
bbs/system in any zone they choose.
