Sorry for long quote but it might be confusing without that.

I agree over all but the specs as proposed disallow use of both flags at the
same time.  Actually I think you have the right of it and both should be
allowed when it merits it.

If they are PTSN 24/7 then CM.  If they are also IP 24/7, add ICM.

Apparently the current IP mailers dohave some dependance on the CM flag so just
having all the ION's pull that and replace with ICM may be a technical
connectivity problem for them.

What seems to be looked for this time is a way to reflect the node that is
'always on IP' but only PTSN at set hours ( a rare varient is when they are IP
only at set hours).  A way to help a person dialing POTS, to define when to do
that.

Inherent seems flaw that we cant just swap all CM entries on what are really
for all true needs CM IP, to ICM or we might mess up their mailers operation.

If we dual list both flags, when applicable, we can then shift over as software
catches up without harming anyone.
