Off the top of my head:

Field 1: organisational keywords (zone, host, etc.) only; move status keywords
(pvt, down) to flags so that there can be more of them; maybe allow for Point
records, even though they won't appear in the official Fidonet nodelist,
software compliant with the specification will be able to read/process a local
merged nodelist+pointlist.

Field 2: system name (human readable) - if that also happens to be a domain
name, phone number or whatever so be it but it MUST NOT be used for
connectivity.

Field 6: obsolete, replaced with PSTN: flag.

Field 7+: speed field is obsolete, all named fields from here: comma-delimited,
in the form KEYWORD<:[payload]> (all software MUST be able to handle this form,
even for keywords that aren't yet specified as being able to carry a payload)
and unlimited in number; possibly limited in length (255); priority weighted
from left-to-right where applicable; possibly reserve all numeric values as
modem speeds for backward compatibility, but may appear in any position
(conversion software creating old style nodelists will either correct the order
or use a default value); everything else more-or-less as ususal.  Perhaps take
the opportunity to add some extra flags, such as AKA binding (so if a single
entry is not sufficient another can be used and compatible software will
automatically see them as being the same system).

Most of this and more will be accomplished with an updated well-defined and
strictly enforced listing policy.  The job of interpreting the new data will
fall on new software and/or conversion tools.  As there are no structural
changes and segment processors only do rudimentary sanity checking not deep
interpretation of the data, makenl in theory shouldn't require any substantial
changes.
