Wrong conclusion. I think change is necessary. I just do not think limitations
in the number of terms for FTSC members is what needs to change.

That works until someone votes for himself "becasue he can". As Ross did.

What can go wrong is that as long as there are more FTSC members that vote as
RCs, they can build an ivory tower.

I think the better solution is to just ban RCs and ZCs from FTSC membership.
Separation between executive and legislative bodies...

Of course they are happy with the ZC. The ZC appoints the RCs. Would be RCs
that openly display displeasure with the ZC are not appointed. Remember Lesley
Dee Dylan?

It is apples and oranges. ZCs are not subject to periodic elections. They can
stay in office forever and it is next to impossible to force a ZC to resign.
FTSC members OTOH have to go through the election process every two years. All
that the RCs have to do is not vote for a member they do not wnat her/his term
renewed. They need not fear repercussions, because the FTSC members have no
power over RCs.
