Election Rules and Procedures for the FTSC Standing Member election of 2006


Summary
-------

  In compliance with the FTSC Charter, as many as twenty-two (22) new
  Standing Members may be elected to replace the twelve (12) Members whose
  terms expire on the 6th of January, 2006.

  Nominations may be made by any RC, REC, or a nomination committee
  appointed by the FTSC or ZCC.  Votes may be made by any RC or REC.

  All election business shall be conducted publicly in the FTSC_PUBLIC
  echo.  Any private correspondence received by the election coordinator
  that should have been posted in FTSC_PUBLIC will be reposted there.

  The Election Coordinator is the current FTSC Administrator, Scott Little.

  These rules are subject to change and interpretation by the Election
  Coordinator, FTSC Administrator and/or FTSC Standing Members, if/when/as
  deemed necessary.

   6 Jan 2006: Post election rules & notify eligible parties; 1 week

  27 Jan 2006: Allow for confirmations from nominees; 1 week
   3 Feb 2006: Vote for Standing Members; 3 weeks
  10 Feb 2006: Vote for Standing Members; 3 weeks
  17 Feb 2006: Vote for Standing Members; 3 weeks
  24 Feb 2006: Results posted, allow for contest/challenge; 2 weeks
  31 Feb 2006: Results posted, allow for contest/challenge; 2 weeks
   7 Mar 2006: Results final.

  All dates refer to midnight, UTC.  Date syntax below is ISO-8601.

1. Post election rules & notify eligible nominating parties
---------------------------------------------------------------------------

  On Friday, 6th of January, the official election rules shall be posted in
  the FTSC_PUBLIC echo.  RCs, RECs and ZCC will be notified by netmail of
  the upcoming election.

2. Accept nominations from eligible parties
---------------------------------------------------------------------------

  From Friday, 13th of January through Thursday, 26th of January
  (inclusive), nominations will be accepted as outlined in section 3.2 of
  FTA-1001:

    ----------------------------------------------------------------------
    Standing members may be nominated Fidonet-wide by all of the
    following methods:

       1. Any RC or REC.
       2. A nominating committee established for the purpose by the FTSC.
       3. A nominating committee established for the purpose by the ZCC.

    A nominating committee may not consist of any current member or
    officer of the FTSC.
    ----------------------------------------------------------------------

  As the FTSC Administrator and Election Coordinator, I hereby appoint all
  FTSC Standing Members whose terms will have expired by the commencement
  of nominations as a nominating committee, and will allow this committee
  to nominate themselves and/or others.

  To nominate, start a new (non-reply) message addressed:

    To: Election Coordinator
    Subject: Nominees [RCxx or RECxx]

  and the nominee(s) listed in the message body.  Substitute Region number
  for xx.

  Nominees will be notified via netmail by the Election Coordinator.

  If after two weeks less than seven (7) nominations are received, another
  two weeks will be allowed with any Fidonet member in good standing and
  not otherwise excluded (eg. current Standing Members) able to nominate
  themselves or another.  The nominee will still have to obtain a Majority
  Vote.

3. Accept late confirmations & hear election platforms
---------------------------------------------------------------------------

  Nominees will be required to personally accept their nominations by
  replying to/quoting the nomination message, readdressed as:

    To: Election Coordinator
    Subject: Accepted

  Acceptance messages may be posted any time after nomination and until the
  start of voting.  Nominees may also use this extra week to campaign,
  answer questions, etc.

4. Accept votes
---------------------------------------------------------------------------

  A voting ballot will be posted on Friday, 3rd of February.  Completed
  ballots will be accepted until Thursday, 23rd of February (inclusive).

  For our purposes, all RCs and RECs nodelisted as holding those positions
  when the election rules are posted are eligible to vote.

  A successful candidate must have more Yes votes than No votes.  If there
  are too many successful candidates, those with the most Yes votes will
  take precedence.

  Electors are not obligated to cast a vote (Yes/No) for every candidate;
  an Abstain shall be considered a null vote and not counted either way.

5. Post results & evaluate disputes
---------------------------------------------------------------------------

  Results will be posted on Friday, 24th of February.  Any discrepancies,
  disputes, challenges, etc. will be heard until Thursday, 6th of March
  (inclusive).

6. Results final
---------------------------------------------------------------------------

  As of Friday, 7th of March the results shall be final, unless the
  Election Coordinator feels there are any legitimate outstanding issues
  from Stage 5.

  The FTSC Administrator will see that the new Members are given access
  to the private FTSC echos.
