Can you specify below where you outline the procedure as such that allows you
to reject ballots.. ? (outside of non-qualified voter)

Seems to me that part is omitted and you have overstepped your authority.

You might want to codify things going forward, but you also should accept
r14C's correction and provide r17c a opportunity to correct his?

Also my prior inquiries to you are being ignored, I submit you are derelict in
your duties, you can resume your hatred later.
