Yes, these are all options from telnet.h (/usr/include/arpa/telnet.h) Surely
you've look at that file.

 I don't run a fossil!

What does it matter if a shim is run on the other side?  I know that FD, by
itself will not run telnet sessions. I ran FD under DOS early on for years. In
it's original state, it is PHONE/MODEM mailer.

BBBS will though, out of the box. FD needs a shim. But once that shim is
running, a telnet connection can be run as you can see above.

I think you are pushing a lost cause here, Alexey.  JMHO.
