Ummmm, "in the US the cell phone owner" could be taken as singular or
plural. To me, it meant all cell phone owers, aka plural.

No one but Cingular is capable of sending software updates to every phone
on their system.  Even if someone was able to break into their system, it
wouldn't last very long and would no doubt be repaired before any user
noticed.

That's right.

Cell towers/phones work on the same principle as FM radio, the stronger
signal captures the receiver.

Yeup.

We don't have the ability to lock onto any certain cell. That's why we
are given free roaming in our cell phone plans.
