Obviously an NC should *not* configure his/her system as LO. That new
applications only come frrom net/9999 is just theory and a wrong one at that.
In practise he/she can expect applications to come from: 1) sysops using a
number they once had but which is no longer listed. 2) From points using their
point number. 3) and from people using -1/-1 - the number listed as first
preference in P4. The latter can never appear in a nodelist.

Configuring a system as LO is pretty useless anyway. Any security it may appear
to offer is just that: an appearance. An unlisted sysop can easily assume the
node number of a listed sysop and connect anyway. Unless one has arranged a
session password with every listed system in the nodelist. Which of course in
not feasible.

If an NC *must* configure his system as LO for some obscure reason, the obvious
solution is to have net/9999 in a private nodelist. He will have to configure
such a private entry anyway when he/she is going to send a reply to the
applicant.

Having a net/9999 entry for new apllicants in the public nodelist is plain
wrong as that sysyem can never be contacted by the public and it does not even
make sense to send routed netmail to it.
