actually, yes... many ISPs do... especially since they simply do not have the
manpower to track millions of messages/spams a day...

that a last resort measure because the users aren't doing or wanting to learn
about the technology... they're simply wanting to use it blindly...

no, not really... they are using collateral damage as a method of waking folks
up and getting them to get the right thing done...

maybe on some RBLs but not on all... spamcop.net surely doesn't... it analyses
the headers and reports to the last correct ISP... it does add that address
/block/ to its list and it is up to the ISP to do /their/ part by stopping or
removing the spammer _and_ following up by adjusting the record of the report
in spamcop.net's database which will remove the listing...

that sounds like you've run into problems with RBLs that list dialup ip
blocks... it is not necessarially a specific ip that is blocked... many times
it is the entire block of addresses that belong to a specific entity...

that's a social problem and falls right back on the users who don't want to
learn how the stuff works and do their part to stop the abuse... truth be told,
they are just as abusive as the spammers they complain about ;)
