Define excessive.  As far as linux goes I usually only backup the /etc and
/home directories religously.  The rest can be replaced but do have a couple
bootable minimalized linux medium kicking around just in case.  Even a couple
usb flash disks.

Ubuntu would be extreme overkill then.  Other then DOS the rest can easily
communicate and use the linux box as a storage, backup and file server with ftp
and/or http.  Many other utilties as well but ftp and http are by default
compatible with IE so that would be the easiest and best for your stated
purpose.  I'd highly recommend ttylinux as the server OS.  An old 486 works
great for this purpose but then you might have problems with large drives which
may or may not be a problem depending on how much data/backups/etc you plan to
put on there.  As for the OS itself, ttylinux, it doesn't require much and if
kept as a ramdisk then as is only requires ~4M.  As for ram, it depends on the
machine but no matter what doesn't require more then 8M although I recommend
32M as that seems to be the sweet spot no matter what class machine.  A 486 is
definetly more then good enough but that is up to you but is likely dependent
on what you have readily available.  Also the availablity of parts and expense
are the most determining factor in choice of platform.
