Simple leave config.sys alone.

Any OS/2 will start startup.cmd immediately config.sys is done. So use
startup.cmd to fire up anything that is not related to WPS there.

On my node system I use startup.cmd to fire up:
- get access to remote drives
  as some of my CMDs fired up here needs access to remote directories
  I check after the 'net use x: ...' if a flagfile exists
  on that drive and when not I pause using an real old program
  named sleep.exe to let startup.cmd sleep for some seconds
  and repeat the net use until the remote system is up and running and
  able to share the drive.
  So in case of power failture I know that any remote drive
  I need acces from automatic running batches are really active
- start the whole fidonet subsystem in its own .cmd
  - cleanup any flags
  - start my scheduler that handles any event
  - start the lines (analoge, ISDN binkd)
    and hold them up
- startup mysql
- startup apache
- startup my spamfilter (a perl procedure) to check and remove cyclic
  my email accounts from spam before my email client even has a
  chance to download it.
  You should find swendeleter somewhere on google. Yes, even as it was
  initiated in the time swen was filling each account with GBs of spam
  it helps me today to get definite spam out of my mail today.

That is absolutely more as tcpstart or config.sys can do.

Beside that I use the WPS startup folder to get something WPS related up and
running.
