Actually the issue is not so much the OS/2 shutdown process itself, its the
ability to get all the players in the activity talking the same language and
agreeing to a set procedure. Once a SHUTDOWN has been started on the PC, you
MUST be able to GUARANTEE that there really WILL be an AC Power CYCLE (to the
PC), to ensure a reboot will take place. This requires the UPS to play the
EXACT SAME game, however I can envisage a scenario that runs -
  1. Mains AC power fails, UPS switches to Battery.
  2. After battery level drops to <10%, UPS tells OS/2 to Shutdown.
  3. While Shutdown is running, Mains AC power returns, 
  4. UPS goes back "Online", and PC is shut down waiting for its AC power to
cycle. 

You are left with a dead system.......;-)

What is really needed is for the PC and UPS to communicate using the same
language so that they BOTH know EXACTLY what is going on, and thus ensuring
that the required parts are present.

Now my UPS docs are in Taiwan-English and stuff all else (Windows S/W thats as
useless as...), but the wonderful internet has sched some light on this and I
have been able to work out that the UPS appears to ROUGHLY follow one of the
many UPS Serial port data handshaking standards. So far I have found that it
can do everything that is needed, EXCEPT for a process that allows for -

  1. When the UPS Battery drops to a certain level, enter a shutdown process,
  2. Tell PC to SHUTDOWN and then WAIT for about 60 seconds to allow shutdown  
   to complete),
  3. Drop UPS AC Output for at least 10 seconds,
  4. When Mains AC Input returns, wait AT LEAST 10 seconds to ensure that     
Mains AC is stable before switching off Battery, 
  5. Turn on UPS AC Output again.

NOTHING should cause this process to be aborted early (except perhaps UPS
battery completely dying).

So far it looks like I can do 1, 2, 4 & 5 with my UPS, which leaves me with
that one scenario that could prevent a restart, IE the above process is
entered, BUT Mains AC Input returns before UPS AC Output is turned off.

I am still researching this but its proving to be a tough one. At the moment, a
dirty restart at least works, even if a 40GB HPFS partition takes a while to
CHKDISK........;-)

I look forward to seeing if your utility can help.
