The national guard should have been there almost from the beginning (just after
the storm blew through), and they weren't. That enough to say that it should
have been otherwise.

I don't know why they weren't, but to blame the local governments only is bogus
because a state of emergency was declared before the storm and when that is
done, the feds are supposed to be in control. (department of homeland security
and FEMA)  I definitely don't blame Bush only either...

This all looks like a problem in our homeland security/military structure and I
do hope Bush goes about fixing whatever the problem is.
