Ellen I didn't say they were all welfare types.  I specifically wrote that I
was talking about those that were not infirm, and what I said about the
non-infirm is that there will be some 2 years from not still not working or
looking for work.  I believe that is a true statement.

Many of the people who didn't evacuate were from the welfare housing projects. 
Perhaps most of the people at the dome and convention center were from the
welfare housing projects.  Their behavior was certainly consistent with housing
project inhabitants.  I read some interesting accounts of white British
citizens who were forced to leave their hotel rooms and join all these projects
blacks at the dome.  All of the women were groped and sexually harassed many
times.  They had to sit in a circle with the women on the inside and the men on
the outside.  They had to take turns being on watch.  The women would still get
assaulted when they tried to go to the bathroom or get in line for food or
water rations.  They were the victims of constant racial epithets and threats
of violence and intimidation.
