First, the war was still going on, so it was already in the mix.  The only
political hay being made was the Democrats trying to burn down the hay field.

As far as mandates go, 51% is a hell of a lot more of a mandate than 43%, which
is the best Clinton ever got.  In any case, the electoral college is what
determines the winner, NOT the popular vote.  Bush had that locked up.
