Hugo Chavez is attempting to bring stabilization by his willingness to contract
his low gravity oil to the world at $50/BBL.  Venezuela has something on the
order of a 200 year supply.  Of course once he has the contracts he can then
count those reserves as "official" for OPEC purposes giving him great control
over the organization.

Refineries will pretty much always be in close proximity to a seaport or other
transportation terminal.  The two  refineries in Kansas while not close to the
sea, are certainly close to the pipeline that runs down through Kansas and
traverses Texas, terminating at the refineries near Houston.

As would any thinking person until the problem of waste byproduct disposal is
adequately addressed.

Who can say?  Such alternatives have not been seriously tested on a truly mega
scale.

You left out ethanol, Ross but then any fuel billed as saving petroleum yet
uses more petroleum in the making of it than it will save seems not worth the
effort.  It does provide one hell of a windfall for ADM though.
