That's not Wal-Mart policy, Gary. If such things are going on, its because the
manager is not doing his job properly. Lemme tell you a story that happened to
me at my standard size Wal-Mart.

Back when King Kong came out on DVD, one of the local pizza joints had a promo:
Buy a King Kong Special pizza and you'd get a coupon good for several dollars
off the price of the DVD. They ran out of coupons, so their regional office
mailed one to me. In the meantime, I bought the DVD and was told I could bring
in the coupon when it arrived. Two days later, I went back with the coupon and
the girl in cust. svc. refused to refund the difference. She said I had to
return the DVD as defective (it wasn't), then I could buy it again and use the
coupon at that time, and she wasn't pleasant about it. I got ticked and
emailed corporate customer service. This was at about 10am. At 11:30 I got a
call from the manager of my local store - at home - profusely apologizing for
what had happened. He told me to bring the coupon back and it would be
promptly taken care of - and it was. He also gave me a Walmart gift debit card
with $20 loaded on it. We had a rather long discussion about a variety of
things retail, the new store, etc. He was a nice guy, and truly sorry about
how I had been treated. Oh, and the customer service chick got the axe.

If you get treated that way, send their corp office an email. You'll be
surprised at how quick it gets fixed.
