In CA if you lose conscienceness while driving the emergency room is required
to report it to the CA DMV. While I doubt that it could be expected for
pharmacies or doctors to report to the BAFT about prescriptions it wouldn't
really have mattered in this case. As I said this particular guy would have
gone off even if he couldn't get a gun.
