Allow me to add a couple of twists here.  Carter is undoubtedly the most inept.
 But the worst depends on how you approach it.  From one angle, FDR is worst
because he is the architect who built the socialist castle the Dems all want to
live in.  Johnson is the worst from the standpoint of trying to prosecute a war
and build the Great Society at the same time - and hosing both.  He not only
lost the war, but ruined the economy for ten years.  Or, you could say Clinton
is worst because he did the most damage.  His lack of focus allowed terrorists
to get a foothold worldwide, and his lack of morals ruined a whole generation
of kids, not to mention a lot of adults.

I think we can thank our lucky stars, or patron saints, or whatever you want to
thank, that seven of the last ten election have been won by Republicans. 
Another way to look at it is since 1952, Republicans have held the White House
for 36 years (counting GW Bush's full 2nd term), and Dems have held it for 20.
We have managed to hold off the worst of it as a result.  But now, we clearly
have a mandate with a 2nd term president and an INCREASE in House and Senate
seats for the second election in a row, and it looks as if we are on track for
picking up more seats in the next midterm.

This is an historic moment for the GOP.  I hope to hell we can make it work!
