An army that has to use a draft to keep its ranks full is equal to its lowest
common denominator. In other words, a well paid all volunteer military is

going to be the best and most professional.

You have no idea what it is like here in the US. We don't go around killing
each other. Sure, there are criminals killing people now and then, but it
isn't as rampant as you assume.
