Downtowns in many cities are dying.  But wherever we develop homes, we
should strive to create "walking" communities, where people can get
around on their own two feet.

CD>VH>  2.  Increase supplies:

CD>VH>  We need, first of all, to gain access to all the oil reserves we have.

CD>VH>  proven we can have the oil AND protect the environment.

CD>        In Florida they won't even drill to explore. They ban drilling
CD>        because they're afraid they'll find oil.

That's right -- "environmentalists" are strangling this country to
death.

CD>VH>  We need to push ahead with bio-fuels, such as a mixture of
CD>VH>  biologically-produced diesel (from soy beans, peanuts, and so on) and
CD>VH>  conventional diesel fuels. The promise here is incalculable - we have a
CD>VH>  virtually unlimited, renewable and domestic source of clean fuel.  Our
CD>VH>  goal ought to be to convert the entire long-haul trucking fleet to
CD>VH>  bio-diesel.

CD>VH>  We need clean, high quality coal.  We have a couple of century's worth
CD>VH>  of proven reserves.  Unfortunately, it has been locked up by a previous
CD>VH>  administration.  It should be unlocked and exploited, using technology
CD>VH>  designed to minimize the environmental impact.

CD>VH>  3.  Increase our refinery capability:

CD>VH>  Once we have the oil, we have to refine it.  There has not been a new
CD>VH>  refinery built in this country in more than twenty-five years.  The
CD>VH>  reason is simple - we have erected a thicket of laws that pander to the
CD>VH>  radical "environmentalists."  The costs in lawsuits and paper work woul
CD>VH>  exceed the cost of building the refinery!  We need to streamline our
CD>VH>  laws.

CD>VH>  4.  Resume the construction of safe, clean nuclear plants:

CD>VH>  We need nuclear energy.  Some European nations are far ahead of us in
CD>VH>  nuclear power technology - because we have not built a nuclear plant in
CD>VH>  this country in decades.  Again, the problem is the maze of laws we hav
CD>VH>  erected that make it uneconomical to even plan a nuclear power plant.

CD>VH>  Without a forward-looking energy policy, America can strangle to death,
CD>VH>  and there are those quite willing that we do so.  We have to have
CD>VH>  intelligent laws that protect the environment, without creating endless
CD>VH>  delays for projects of vital importance to our well-being.
