I think you are reading this wrong.  He is saying that Iraqi citizens that
are Jewish (not muslum) are not allowed to vote in the Iraqi election.  You
seem to be saying that they cannot vote in the Iraqi elections because they
are Israeli (non-iraqi).  That's not the same thing.
