The German generals were moral cowards -- none of them dared to plot
against Hitler until the very end, and then only the best of them.

But let me point out that in 1917, Germany DID defeat Russia.  The
Russians collapsed, signed the peace of Brest-Litovsk, and freed the
Germans to send their forces west -- almost crushing the Allies before
the American Army was fully formed.

So there was some possibility that the Germans could repeat their
earlier victories.
