 It was the county, not the city.

 That was the pastor's side. I checked Fox News in San Diego,
 even the article says it was public parking that was the issue.
 The permit was to allow public parking. IOW, you can't run a
 parking lot in a residential area like that. He emphasized the
 small size of the group, but he admitted it hit a high of 27.
 And the county said the parked cars reduced the access for
 emergency vehicles.

 The pastor is trying to pass this off as a religious issue, but
 even he said the county cited the parking, not the purpose of
 the gathering.

 County. And it was for the parking problem. That's what the
 county says, and the pastor said that's what the county cited.

 No where does anyone say the county ever said it was for a
 religious meeting. The pastor is claiming that.

 And the fender bender brought it to their attention, he does not
 say it was the reason for the citation.
