Murders are not a federal crime, and the feds should never have become involved
in them in the first place.

Note that the feds were outraged when they discovered that they had no
legitimate
grounds to go after Lee Harvey Oswald and that the state of Texas was going to
get all the glory for apprehending, trying and (presumably) executing him. 
'course
Jack Ruby screwed up Texas' plans, too, by shooting Oswald himself.  The law
has
since been changed, as Timothy McVeigh discovered when the feds took his case
away from the state of Oklahoma.

I suspect that Rep. Paul's objection to the bill is that it is not a legitimate
federal interest, which of course is true.  Race doesn't enter into it.  I
doubt
that he's interested in having murderers go scot free.
