 If those agency rules had to be enacted into law the law books
 would be 5 times thicker than they are. Those rules only affect
 a relatively small portion of the public, those who have a
 professional involvement in whatever the rules cover. They have
 an effect on a small portion to the extent that those are the
 only ones who need to know the details, but they can have a big
 effect on the public in that they involve safety and health and
 even life and death.

 The recent veggie salmonella incident, with people dying, and
 many more getting sick, are an example of how the anti-govt
 types have been gutting the rules.

 The electric shock deaths in Iraq are a prime example. Congress
 could not begin to write the electrical codes into law. They
 don't have the technical knowledge, and they can't begin to have
 the time. So, a special forces soldier faces the enemy and
 defeats them and lives to tell the story, then gets electricuted
 in the shower by a miswired pump. Which is the one I just heard
 about on the radio.

 Add to that the fact that the regs have to change to keep up
 with technology. Congress would have to revisit every tech law
 constantly. We had discussed Ground Fault Interrupters, GFI
 receptacles. Those didn't exist when I started working. Compact
 flourecents didn't exist just a few years back, now they are in
 every light socket in my house, except the garage.

 If every new techonological advancement had to be leglislated
 about, instead of reviewed by experts, technilogical advance
 would come to a halt.
