IN recent years all the government folks involved with
emergency management have tried to tear a page from the old
military book, one "incident commander" and different
branches, i.e. logistics, etc.  tHeory is much the same.

BUt those were different times, the rules were the rules.
Had that soldier not secretly taken those photos at Abu
Ghraib, etc. the world might have never known what happened
there.

THese neocons learned the lessons of Vietnam and Watergate
well.  MOst important, "don't get caught" and if you do deny everything.  sO we
sacrifice a couple of noncoms when we do, no big deal, there are more poor kids
desperate for a break
and willing to sign up.
