Okay, I looked it up on the web and you're (mostly) right.   Originally,
fourteen episodes of the series ran on Showtime from June 21, 2002 through
September 13th, 2002, including two episodes that ran together as a two-hour
movie premiere (just as in the Trek series).   Six episodes remained unaired
(episodes 15-20).

This implies that Terry has seen the entire series, provided one of those 19
episodes he spoke of was actually the 90 minute version of "Premiere."

Yes, with the death of Paige Taggart and the Odyssey 5 crew seeming to split
up, it did feel like a finale.  However, given that it would've been episode
# 13 -- the traditional first order for a series (networks usually order
"the back nine" later for full total of 22), it is possible that they didn't
know whether there would be more episodes even when they were making that
episode.

They really did seem to drop the ball a lot there, especially toward the
period before I dropped them (due to my cable company requiring going
digital to get it).   At the time, there was no sign that we'd ever see any
remaining episodes of ODYSSEY 5 (and, if they do run, they *still* won't be
on Showtime itself, but Showtime Too instead) and no sign of a second season

 of JEREMIAH (which, from what I hear, they're going to start running the
end of that season soon).
