There are free MP3 music download sites and pay music download sites...

-- 'reputable free mp3 music download sites' tend not to have  
commercial music... sites like garageband.com have music by independent
and up-and-coming bands who are willing to (legally) post their music in
order to share it with audiences or get exposure. I don't know the song
or group you're interested in, so I can't comment whether you're likely
to find it on a 'reputable and free' site.

-- (not-reputable) free mp3 music sites would be posting illegal copies 
of commercial recordings; the recording industry would be actively
chasing them and trying to get them shut down. Rather than 'music
download sites' this sort of activity has tended to move to the
peer-to-peer networks: limewire, etc or the bit torrent download
networks. (If you're Canadian (I forget, Jason)-- Canadian court
decisions currently say that downloading copyright music is legal,
though uploading copyright music isn't. That's because of the extra tax
on blank CDs used to pay copyright fees).

-- reputable (but not free) music sites-- such as puretracks.com or the 
iTunes Music Store sell a wide variety of commercial recordings,
typically at a price of about $0.99 per track or $10 per album. None of
these use MP3 format, because MP3 does not include options for the sorts
of digital rights management that the music industry demands in order to
license their material for sale on these sites. The most popular, iTunes
Music Store, uses Apple's AAC format (a variety of MP4), playable in
Apple's free iTunes (for Win2000/XP or Mac); most other legal online
music stores distribute music in Microsoft's WMA format, playable with
Windows Media Player.

In both cases, the digital rights management limits the number of
computers on which you can play copies of the downloaded music etc. In
both cases, you can burn the music onto an audio CD (though in some
cases, you are limited in how many times you can do this)-- and if you
later 'rip' the audio CD back onto a computer, the resulting files have
no digital rights management limitations.

Note that both *.AAC and *.WMA files are compressed, with some loss of
audio quality compared to uncompressed music files. For many (though not
all) users, the difference is minimally detectible.
