Power supplies are no place to go cheap.
A friend just lost his entire system when the PS failed :-(

Got any way to test your current PS?
Borrow a volt meter from someone?

Should boot to a setup screen selection option.

Is your video card on board?

I fried a Pentium system when with less than ideal eyesight
I missed the alignment on the IDE I/O connections to the
CD-ROM. 
Two pins were outside the connector.

Suspect the I/O is toast but both I/O and video are on the motherboard
so I can't further narrow it down.

If I had some more desk space to set it up I might take 
another look at it.

Plenty of monitors here, adaquate keyboards but I'd like for once
to have a standard non-proprietary system!!!

BTW the Packard Bell 486 everyone told me was junk when I bought it in
1993 is what I'm currently messaging on.

The NEC Pentium behaves exactly as does your system.
The Pentium HP still sits without hard drive but otherwise fine.

When I get a good day going I'll put small hard drive I've
on hand into the HP.

Like your subject line as I've killed two systems myself, one as above
and another when I failed to notice an aftermarket BIOS'ed I/O 
card had lost a jumper and it fried something.

All my power supplies test good but I've had no luck with reviving
motherboards with integrated _cards_.
