You probably can't force it in the BIOS since the drives and/or motherboard
check for max speed ability on initialization.  It has everything to do with
1) the cable itself and 2) the interplay between devices (and old IDE
problem).  The use of CS means you should set both drives to CS and place the
master on the end of the cable, leaving the slave to the middle connector.
You can also force master and slave, just make sure you set it properly on
both drives.

80 wire cable is required for faster speeds but quality of the cable may also
play in there.  Even if it's a quality cable, there's always the possibility
of a poor connection somewhere so swapping cables is still a good test.

Probably most importantly is whether the drives play nice with each other.
It's always possible that one interferes with another for some reason which is
why some folks insist on using the same brand drives on the particular bus.

All that said, you're still not limited by the interface. According to the
documentation at (long line wrap)

manual.pdf (I assumed the model since you didn't specify) the maximum
sustained transfer rate to/from the media is 67MB/sec, virtually the same
speed as the bus.  (It's a bit irritating for them to use Mb/sec for burst
mode followed by MB/sec for sustained without noting the actual units.)  The
facat is that only high-end drives saturate most busses and many times that
also requires a RAID configuration to achieve.  External bus speeds mean
little in most applications.
