I think you're mixing messages together.  I use the MS virtual desktop Power
Toy which gives me 4 different desktops to switch between.  I also use various
Virtual Machine software (VMware and Virtual Box) to run other OSes without
rebooting.  I do have 4 different news servers set up for redundancy/backup. 
None of these have any real connection to the other.

Yes.  The virtual machine software simply makes it appear that there's a blank
computer to load the OS into.  It handles the translation of calls to, say,
video so that only one driver is actually driving the video card.  The one in
the VM *thinks* it is but it's really just a port through which data flows.

Yes, although let's be careful with terminology here.  It's a second virtual
machine, not a window.  Yes, you see it in a window but that's about it.  You
still use one piece of software (VMware, etc.) to execute any number of VMs,
perhaps simultaneously.

Big time.  You have to allocate memory for each VM you want to run. Since I
have 1GB on this laptop, I try to keep memory usage down by allocating only
384MB (only??) so the OS on the laptop and the various apps I run don't run out
of space.  There's still a lot of swapping going on - 2GB would be much better.
 Your desktop would be well-suited to run a VM.  CPU sharing is frequently not
as much of an issue since using one OS at a time is more likely (unless you're
running a job in the background).  It's RAM and disk/swap that I find most
contention for...
