As I stated above - there may be a time and place to do a repair.
You're correct in pointing out that moving the installation to new
hardware would require a repair install, for example, Installing a new
motherboard.

Sometimes.  Personally I would choose to do a new install using a
streamlined CD that included service packs and updates.  Important
data can always be restored from backup.

I wouldn't blame that on MS.  Manufacturers have a choice to supply or
not supply a complete install CD.  Most have chosen not to.  Whether
their choice was based on economics or something else doesn't matter.

The recovery console and repair function can be easily confused. There
are people who are currently posting in this echo that have made the
same mistake.  Microsoft's instructions are not ABC...

Maybe not, but to assume everyone has the skills to do what we
consider simple and straight forward is not fair to the less
knowledgeable user.
