I suspect you could delete that file now.  For the time being, just rename it:

cd /etc
sudo mv NETWORKING NETWORKING.orig

and reboot.  It'll either work or it won't.

Just FYI, I didn't know this - I got the info from a Google search. Who's yer

That's a typical network icon.  Should be the same thing here.  I'm on wireless
so I don't have that icon (just vertical bars).

The "to:" line seems to only work on Ross' setup.  Others seem to ignore it or,
possibly in your case, give an error.

As for nntp, it's dependent only on two things: 1) the reader software and 2)
the nntp server software.  Unless there's the need for username/password that's
not being used and is required, there's no issue with using nntp in *nix vs.
Windows.  Of course, you've been using OE in Windows so it's not a direct
comparison.

And Doc's Place may simply not have received the message yet, for whatever
reason.  You'd have to know the routing and status of any machines that the
message has to traverse.
